You will receive this quest once you complete the quest "Rathdown Build Up" and then reach Port Auley.
Restoring the Trade Post at Port Auley will provide access to ivory.

Quest stages of Trade: The Ivory Post
1. Clear the Trade Post
Use any way you can to get rid of all the enemies that are in the area. Greenish fog may hinder visibility somewhat.
2. Investigate the Trade Post
Find and read the Neatly Written Note. You will find it inside the walls.
3. Obtain the deed to the Trade Post
Head to Kesh Corann. The entrance to the caves is on the southeast side, ABOVE the main cave.
To destroy the wall blocking the entrance you can throw a torch through the opening above the barrier. After a moment an explosion will occur which will destroy the barrier.
You will find the chest with the document you are looking for not far from the entrance.
