To start this quest, talk to the Shady merchant. You can find him near the road leading to the Border Post. He can sell you a pass that will allow you to cross the border. You can pay him a full price (100 coins) of ask if he can go any lower. Then you can, if you have this skill, use Delusion (1) on him and immediately convince him to give you a discount (50 coins), or agree to help his brother-in-law to get an even bigger discount.

During the war that pitted the Northern Realms against Nilfgaard, the border along the Pontar river was closed. Whoever wanted to cross at the border posts had to show a pass issued by the Redanian high command. Or, barring that, one of the convincing counterfeits sold by the shady Redanian who hung about near the river crossings.

1. See what the counterfeit pass seller's brother-in-law needs.

To complete this objective, you must go to a nearby battlefield, talk to Albin Hart and complete the Bitter Harvest quest that you will receive from him. While doing this quest, the merchant's brother-in-law, Albin, must not be killed!

2. Return for the discounted pass.

After killing all the ghouls, go back to the merchant. If Albin survived, then you will be able to buy a pass from him at a reduced price - 25 coins.

The false papers proved as good as real ones. Once Geralt had acquired them, he could cross the border at will.

If Albin is dead, the angry merchant will not want to talk to you anymore.

The counterfeiter made Geralt an offer he couldn't refuse: a falsified pass in exchange for helping the man's brother. Geralt eagerly agreed to the exchange, but didn't hold up his end of the bargain. The counterfeiter's brother died, and Geralt had to find another way of securing transit papers.
