You can start this quest by reading "A Runewright Upon Your Shores Has Landed" notice posted on the Seven Cats Inn Notice Board or by talking directly to the Runewright.
You can tell an experienced witcher by the way he examines a notice board. To the novice eye, these weathered planks contain nothing but clumsily-scrawled messages touching on matters thoroughly mundane: trifling announcements, offers of sale or purchase, lewd rhymes, et cetera, et cetera, ad nauseam. A witcher with years under his belt, however, will search the dross carefully, knowing that it often hides a jewel – a witcher contract, for example, or, as in this particular case, information about a mysterious "runewright" from a far-off land...

Quest stages of Enchanting: Start-up Costs
1. Visit the runewright and learn more about his craft.
The Runewright will tell you about the items he can create, and Geralt will find these items useful. However, the man has lost his tools and needs a lot of cash to get new ones.
While wandering the lands to the northeast of Novigrad, Geralt came across a small camp of Ofieri travelers. One of these foreigners turned out to be a skilled runewright and enchanter, able to create runes and glyphs and enchant them into powerful words. Geralt was eager to make use of his services, but the runewright had lost his tools and rare materials. The witcher thus decided to provide the Ofieri the coin needed to reopen for business.
2. Acquire 5000 crowns for the Ofieri runewright. / Give 5000 crowns to the Ofieri runewright.
You must collect 500 crowns and then give the money to the Runewright.
A small fortune was all it took for the Ofieri to get started. Once he received it, he got down to work and from then on Geralt could buy simple runes and glyphs from him and have him place basic words in his swords and armor.
