To get this quest you have to buy for 300 crowns an eagle figurine (Count Romilly's figurine) during the auction taking place during the "Open Sesame!" quest. If taken to any blacksmith or armorer, it can be dismantled into two pieces - Count Romilly's will and an Ornate key, starting this quest.
While at the Borsodis' auction, Geralt bid a not insignificant sum on a strange figurine. Why, you ask? Perhaps it was that famed witcher's intuition, for after dismantling the figurine Geralt found he had also become the owner of a letter and a heavy, ornate key...

1. Read the letter.

If you've received the figurine, it means your father has departed this vale of tears. I know we've had no contact for many years, but I hope the contents of the chest opened by the key included within will, in some small way, compensate for all the lost time. You'll find the chest in the underground quarters of our family home – Arnskrone Castle.

2. Search the ruins of Arnskrone Castle.
Head to the Arnskrone Castle Ruins and descend the stairs in the ruined tower to the basement.
Use the aard sign to destroy the wooden door...
and kill the wraiths (34) that will attack you.
The treasure chest is located in the next room.
