In The Blood of Dawnwalker, Settlements are villages and other inhabited locations scattered throughout the Vale Sangora region. They offer opportunities to meet NPCs, find merchants, discover side quests, and explore other points of interest. Visiting all eight settlements unlocks the "Tour Guide Training" achievement/trophy.
