You need the Azure Damascus Ingots to upgrade your swords and bow. A total of 20 can be found, which is exactly the amount you need to upgrade both weapons to the maximum. You can upgrade weapons at the Kaheva forge.

Once you collect 5 ores, you will unlock the "Natural Resources" achievement / trophy. You need to collect them all to fully upgrade sword and bow and unlock the "Blessing of Shamshir" achievement / trophy.
