Collecting CDs unlocks more soundtracks. They can then be played using a phone Playlist app that is unlocked through the substory "1. Radio Active" or on jukeboxes located in hangouts. The CDs located in Isezaki Ijincho will be available after you return to this city, that is, starting in Chapter 8. Some of the CDs you can buy, are available from a few vendors.
Immediately after unlocking the Playlist app, you will receive two soudtracks:
Any CDs that you collect can be played at hangouts like Revolve. Head on over to the jukebox and order up some sweet tunes.
