In addition to the main festival site there are five other festival outposts around the map. In order to unlock outposts you need to complete corresponding expeditions. You can unlock them in any order you choose, leading to your own unique path to events, showcases or stories.

Horizon Apex OutpostTo unlock it you must complete Tulum Expedition. It unlocks the Road Racing events.
