After earning the rank of Seeker in the Order of Mysteries, I was issued a new holotape. I should listen to the message from the Headmistress.
In order to become a Mistress of Mystery, I need to complete a Mistress-rank mission. Cryptos should have a list of missions I can select from.
Use the Cryptos Terminal > Log in: $UNKNOWN_USER > Mission Board > Mistress | Pleasant Valley Infiltration. You will receive a new holotape.

There will be several objective markers scattered throughout the whole building. You can head to each of these, collect and read the notes but it seems to me (not sure) that in order to complete this objective you only need to read the Tony's Orders. If this is not enough, just read the others :-P

The door is locked (lock level 3) so if you don't have the skill then you have to find the key.
Use the nearby Common Room Terminal > Yo Brody!. This will add the mark with location of the key on your map.
Go to the motel and grab the key.
You can now enter the room.

Brody's Terminal is locked (lock level 3) so if you don't have the skill then you have to find the password.
Unlock the nearby Footlocker (no skill required), take and read the Pleasant Valley Intranet Memo. This will add the mark with location of the Pleasant Valley Network Administration terminal on your map.
Go to another building, find and use the Pleasant Valley Network Administration terminal > Network Administration > Reset User Passwords > Torrance, Brody.
Return to Brody's Terminal and use it > Mount Holotape Drive > Continue > Continue > Dispense SIPHON Holotape. You will receive Mistress Olivia Rivers' Login.
Olivia Rivers betrayed her mother and the Order of Mysteries, giving the raiders a copy of the Cryptos database.
After completing this quest, you will be able to play the quest The Mistress of Mystery.
