Use the Cryptos Terminal > Log in: $UNKNOWN_USER > Database Queries > Novice | Phantom Device Components.

Go to Garrahan Mining Headquarters, enter the building ...
... and find a safe. It's locked (lock level 2).
Unlock CEO's Terminal > Safe Control > Disengage Lock.
Open the safe and take away the HalluciGen Gas Container.
One of the places where you can find the Stealth Boy is North Cutthroat Camp. It can be found in a locked footlocker.

Return to Riverside Manor, use the Fabricator Terminal > Fabrication Services > Phantom Device.
