War Supplies can be found in Forts and Leader Houses
Fire can be used to destroy them and lower the Nation Power

You can use a torch or shoot a fire arrow to set fire and destroy the war supplies.

You will find war supplies in several places and there are more of them, than the amount required to complete the quest.
