You can start this mission when you reach the third act of the game. When you complete the Preaching Forgiveness as He went mission, then you will be able to meet and talk to Jeremiah Compson. You will find him sleeping on a bench in front of the Rhodes train station.
Jeremiah has lost everything he owns and will ask Arthur to retrieve some of his belongings from his old house, which he is forbidden to enter.
An old man, Jeremiah Compson, asks for some of his possessions to be recovered from his nearby home after it was repossessed by the bank.

2. Search the house for Compson's watch, pistol and ledger
The house can be entered through a door on the south side of the house.
The first item, the watch, lies on the fireplace in the first room.
Go to the other room and check the picture standing on the fireplace there.
Looking at the picture, you will notice that there is a trapdoor in the room.
When you put the picture back, two squatters will enter the room. One of them will try to shoot you with an old gun, but this one will not work so he will draw the knife. The other one will retreat back to the other room.
3. Deal with the squatters
Arthur will also draw the knife. You can fight with a knife or quickly draw your gun and shoot.
When you defeat the first squatter, the second one will come back and attack you. Kill him too.
4. Pick up Compson's pistol
Pick up the pistol lying on the floor. This is the second item you are looking for.
5. Search the house for Compson's ledger
Open the trapdoor in the floor of the room and go down to the basement.
Ledger is lying on the crate at the end of the basement.
Read it and you'll find out that Compson was involved in the slave trade.
