To receive this mission, you must first complete the Who is Not Without Sin mission and then return to Flatneck Station. Then you will meet Phineas T. Ramsbottom there, who'll offer you a reward for finding a complete sets of cards.
Phineas T. Rumsbottom is a keen collector and trader of cigarette cards which are found inside Premium Cigarette packs and combine to create 12-card sets each with its own theme. He informed you that these cards are valuable to the right buyer and is willing to pay well for each completed set mailed to him.

Objectives of Smoking and Other Hobbies
1. Collect Cigarette Card Sets
There are 12 sets of cards, each consisting of 12 cards, so you can collect 144 cards in total. All 144 cards can be found in various places in the game world. You can get to most of these places starting from Chapter Two, but there are also places where you can get to only when you reach the game epilogue.
Therefore, there is another, much faster way to get the cards. You can get them by buying the Premium Cigarette packs, which you can purchase in any general store. There is one randomly selected card in each cigarette pack. Then you can discard all packs in your satchel and buy another ones. You can also sell duplicate cards at the fence and get back some of the money you spent on buying cigarette packs.
- Go to any general store. You will find one in Valentine, for example.
- Buy as many packs of premium cigarettes as your satchel capacity allows. You will find them in: Provisions > Tobacco > Premium Cigarettes.
- Open your satchel and discard all your cigarette packs
- Repeat the above steps as many times as necessary
