After completing The Gilded Cage mission you will be able to meet Evelyn Miller who is trying to help an Indian chief named Rains Fall and his son Eagle Flies.
Dutch mentioned that the gang might be able to help Evelyn Miller with lobbying officials in Saint Denis on behalf of Rains Fall, the Native American Chief.
Evelyn Miller introduces Arthur to Rains Fall, a Native American chief, and his son, Eagle Flies.
Rains Fall asked you to meet his son Eagle Flies to steal some documents from Cornwall Kerosene and Tar.
Arthur offers to help steal documents from the factory after the chief has promised him a decent payment.

Objectives of American Fathers
1. Meet Eagle Flies near Cornwall Kerosene & Tar (Part II)
Some time later, you will be able to meet Eagle Flies observing the Cornwall Kerosene & Tar factory from the nearby hill.
Arthur meets Eagle Flies outside Cornwall Kerosene and Tar, and prepares to break in to steal a report on the oil reserves at the Wapiti Reservation.
2. Sneak into the factory
When you're done talking , hop on the back of a passing wagon that goes to the factory. The wagon will stop at the railway crossing so you shouldn't have any problem with that. This way you will complete one of the requirements to earn the gold medal.
At the entrance gate the wagon will be stopped by the guards, but they won't notice you and it will enter the premises of the factory and then stop.
Get out of the wagon and sneak into the entrance to the factory building.
3. Sneak upstairs / Sneak into the office
Now you have to get to the other side of the main room, to the stairs that take you to the top floor. Wait a moment until the people in the room turn their backs on you and sneak across to the other side.
There is only one guard on the upper floor. Wait until he comes to the window and quickly cross over to the other side where there is a door to the office. Go inside.
4. Interrogate Danburry / Wait for Danburry to retrieve the file / Take the file
Inside, you'll meet the foreman, Eagle Flies mentioned to you. Hit him several times and he will start looking for the documents you came here for.
Wait a second until Danburry finds the documents, and when he puts them on the table, take them away.
5. Escape the office through the window
Open one of the windows and exit through it.
You will slide down ... and you will land right next to three guards, who will point their guns at you immediately.
Luckily, the unexpected explosion of a nearby oil well will make a lot of fuss and will allow you to hide behind the nearby barrels.
6. Find Eagle Flies
Shoot the three guards who were pointing their guns at you ...
... and start running towards the burning oil well.
You're gonna have to shoot some more guards along the way.
Eagle Flies will be waiting for you near the burning shaft.
7. Escape the factory with Eagle Flies
Get on the horse and follow Eagle Flies.
After a while, you'll be caught up by a chase of three guards on horses. If you want to earn the gold medal, then you have to kill them all yourself before Eagle Flies shoots one of them.
When you are safe, Arthur will give the documents to Eagle Flies, he will give Arthur the money and the mission will end. Your share will be $125.
