In order to start this mission you need to complete the Welcome to the New World mission and then talk to the Dutch who is waiting for you near the waterfall.
With the help of a local, Gloria, Dutch and Arthur infiltrate Fussar's compound to rescue Javier.

Prior missions
To begin A Kind and Benevolent Despot you must first complete Welcome to the New World.
Objectives of A Kind and Benevolent Despot
1. Follow Dutch
Follow Dutch to the cave entrance.
When you reach the entrance to the cave, you'll meet Gloria. Dutch will pay her by giving her the last gold bar he owns and together you will go into the cave.
2. Follow Gloria through the caves / Lift the broken gate with Dutch / Approach Dutch
Follow Gloria through the caves until you reach the metal grate gate.
Help Dutch to open the gate.
On the other side, Gloria will start threatening Dutch with a knife, asking for more money. Dutch will disarm her, then strangle her.
3. Follow Dutch / Sneak up on the guards / Kill the guard on the right / Pick up the body / Drop the body in the bushes
Keep following Dutch. You'll see Javier being dragged into the prison cage, and getting beat on a bit.
Sneak up on the guard on the right and take him out him with a knife. Dutch will take care of the other guard.
Then pick up the guard's body and take it to the nearby bushes.
4. Follow Dutch / Take cover / Wait for the guards to leave / Take out the guard on the left
Follow Dutch into the building and get against the opposite side of the door Dutch hides against.
Wait for one of the guards to go to the other side, approach the guard on the left side quietly and kill him quietly.
5. Approach Dutch / Sabotage the sugar refinery with Dutch
Now you have to help Dutch to sabotage the refinery to cause a distraction.
Close the shutters.
Slash the sugar sack.
Turn / release the valve.
6. Regroup with Dutch / Wait outside for Dutch / Follow Dutch
Exit the building and wait for Dutch, then follow him, take cover behind the well and then wait for the explosion at the refinery.
7. Go to Javier / Defend Javier / Cover Dutch
When the refinery explodes, run straight to Javier.
Dutch will open the lock and grab Javier from the inside of the cage. As soon as you get close to the cage, the guards will start shooting at you. You should start shooting at them and collect the first headshots needed to earn the gold medal. You need to hurry becouse the counter that measures the time to one of the requirements to get the gold medal will start counting down the time.
For a while, you and Dutch will be eliminating the soldiers together.
After a while, Dutch will take Javier on his back and start moving towards the rear gate.
8. Escape the compound with Dutch / Escape through the sugar cane fields with Dutch
Dutch will move under the arcades of a stone building and head towards the rear gate.
Go ahead and eliminate the opponents who stand in your way.
At some point the Dutch will stop and start shooting at the soldiers on the road. Help him.
Run through the gate towards the sugar cane field.
When you run out of the compound, Dutch will turn into a sugar cane field. You should keep running near him. If you're close enough, he'll keep moving forward.
Watch the minimap. When some opponents chasing you approach you, turn around and shoot them.
9. Hold off the remaining guards
Eventually you will reach the river and Dutch will tell you to stop and take care of the remaining soldiers who are chasing you.
Find a cover behind a large rock and shoot at incoming soldiers.
Watch out especially for those who will shoot at you from above.
When you kill them all, the mission will end.
After completing A Kind and Benevolent Despot you will get or will be able to get Hell Hath No Fury (1 of 2).
