To be able to pick up these items you must be switched to Sanji.
Once you collect 25 Sanji items, you will unlock the "Cook's Nose" achievement / trophy.
Sanji will sometimes say, "Well, well. Look at this." If you change characters to Sanji then, you can find ingredients for cooking.
