The relic is inside the cave which you can visit during Uncovering the Past mission.
This objective will be added at the end of A Trail of Hope mission when you find out about the existence of Kadara.
You will find it in northern part of Kadara, on top of the mountain.
To make this objective active, you must land on the surface of planet Elaaden - Elaaden: A New World mission.
