You will receive this quest automatically when you complete the Searching for Constantin quest. According to the information you got from the soldier, you should visit the rebel natives' camp.

To begin The dead man's voice you must first complete Searching for Constantin.
Quest stages of The dead man's voice
1. Question Daren
Go to Dídgídensen Camp, talk to Daren and ask her about Constantin's attack. You can choose any of the dialogue options, but if you choose "Menace them", then your reputation with the natives will drop slightly (-1).
Daren will inform you about the events at the peak and Catasach's death. You ask her for permission to examine Catasach's body, she'll let you do it.
2. Search Catasach's body
You will find Catasach's body at the other end of the rebel camp. To examine it, you must have the appropriate skill (Intuition 2) or have Aphra in your team.
Catasach's wounds suggest that you are dealing with an enemy who can use powerful magic. Daren will suggest that you go to Mev for help.
3. Convince Mev, the Tierna harh cadachtas, to help you
Travel to Mev's Abode in Frasoneigad and talk to Mev about the ritual of the dead. She will agree to perform the ritual but she needs you to help her and get the necessary ingredients.
4. Take a sample of scavenger viscera from the place of the attack 0/3
Go back to the hill where Constantin and Catasach were attacked and kill the monsters you encounter there. Then loot Scavengers' organs from their corpses.
5. Find Catasach's weapon for the ritual
Pick up the Catasach's broken weapon too.
When you collect all the items, you will be able to fast travel to Dídgídensen Camp or Alchemist in Hikmet. If you have the right skill (Science 1) then you can go to the camp where you can prepare the potion yourself. Otherwise you must go to Hikmet and use the services of the local Alchemist.
6. Craft the potion for the Anatelas fer ritual
To create a potion you will need:
- Science (1) or 40 coins - depending on whether you want to make the potion yourself or use the assistance of an alchemist.
- Nightshade berries x 2
- Beast Essence x 2
- Scavengers' organs x 3
7. Meet with Mev at midnight
Go to the place where the ritual will be performed. If you get there at the wrong time of day, just talk to Mev and tell her that you want to wait with her until midnight.
When midnight comes, Mev will perform the ritual. Her vision will tell you that Vinbarr, the high-king who was considered dead, is responsible for Catasach's death and Constantin's disappearance.
