To begin Quest for a panacea you must first complete Scholars in the expedition.
Quest stages of Quest for a panacea
1. Speak to Daren, the Doneia egsregaw chief, about the tierna harh cadachtas

2.1.1. Find Peddir, the great gatherer

3. Find the symbol of Ongos
The object you're looking for is (Engraved symbol) located near the river.
Return it (Sacred Seal) to Ongos then he'll tell you where to look for the tierna harh cadachtas. Natives reputation + 1.
4. Question the tierna harh cadachtas
Head west to the spot marked on the screenshot below and you will meet the tierna harh cadachtas and her beasts there.

5. Catch up with the Great Shaman
Kill the beasts and then go north until you reach the Roots' Passage that is closed.
