To unlock the feature of searching for Missing Tanuki you must complete one of the first side missions to be made available in the game - "Tanuki Hunt". When you find all 25 missing tanuki then you will be able to talk to The Boss Tanuki again, this time at Kirigaoka Shrine, and you will receive a reward from him for finding all his companions - Outfit: Tanuki.
When you find and collect all missing tanuki then you will unlock the "Your Tail's Showing" achievement / trophy.
