Intel suggests that Libertad's gas and oil extraction company, Via-B Gas, is sourcing precursor chemicals and importing them on behalf of the cartel. It's vital that we locate the chief of the refinery and convince him to stop working with Santa Blanca.
To start this mission you need to acquire major intel in Libertad province. You can also unlock this mission by proximity.

Go back to the refinery and talk to the chief again.
The Via B Gas refinery chief was a stubborn man, but in the end he saw the wisdom of breaking ties with the cartel. Now Santa Blanca has to come up with a new source for most of their precursors, a process that could take many months.
