Meet with the leader of New Eden to discuss an alliance against the Highwaymen.

Head to New Eden in the north and approach the gateway. You will not be allowed inside.
Turn around and you will see the ghost of Joseph Seed that points in which direction you should go. When you approach the next ghost, you will get another mission - The Prophecy.
After completing this mission, you will be able to play the mission The Prophecy.
