Quest stages of First Contact

A robot named Pennington was waiting outside of Vault 76 -- it might know where the Overseer went, or what is happening in Appalachia.
The robot will give you a few tips on where the camp is located.
2. Track down the Overseer
3. Find the Overseer's C.A.M.P.
Go to Overseer's Camp.
3.1. -
The Overseer set up a C.A.M.P. south of the Vault. If I follow the road, I can probably locate it. Would be logical to set it up near the river, so I should head towards that intersection.
Two new miscellaneous quests should appear in your journal when you find the camp: Armor Crafting and Weapon Crafting.
Find the camp, find the the Overseer's Cache and open it.
4. Listen to Overseer's Log - C.A.M.P.
5. Find the Overseer in Flatwoods
The Overseer moved on to a town called Flatwoods. Thankfully she left me with some supplies, including a C.A.M.P. of my own. If I follow the road and head south, I should find her there.
Go to Flatwoods. In one of the buildings - Flatwoods Church, you will find another Overseer's Cache.
6. (Optional) Tune Pip-Boy radio to the Responders' Signal
7. Listen to Overseer's Log - Flatwoods
The Overseer was here, that's for sure. Found another one of her holotapes in the Flatwoods Church. Looks like this place is deserted.
8. Register as a Volunteer
The Overseer recommended that I become a Volunteer for the Responders to get some basic training. They may be gone, but they did know how to live for a while. I should see what I can discover in their old systems.
Use one of the terminals located in the building on the other side of the street and select [ Volunteers: Register Here! ].
9. (Quest completed)
After leaving Vault 76, I set out for the nearby town of Flatwoods to look for the Overseer. I found evidence of a group called the Responders that was helping the people in the region to survive, and I registered as a Volunteer to access their systems.
After completing First Contact you will get or will be able to get Thirst Things First.
