1. Speak with { Chief }
I should speak with with the police chief in Watoga to see if he needs any additional assistance.
2. Remove squatters from { Location }
The Watoga police chief has sent me to clear out the squatters living at { Location }.
You'll need to head to whichever location the Police Chief picks (it's random) and clear out the location of whatever enemies are there.
