A total of 17 Aeolian Wind Flutes are available in Avatar: Frontiers of Pandora. 4 of them are related to the game's storyline and the remaining 13 can be found in the open world. All of them are located in the Upper Plains region. To complete the flute you simply need to interact with the lever and turn it to tune the flute.
Once you find and tune all the Aeolian Wind Flutes you will unlock the "In Harmony" achievement / trophy.
