Elite Foes are stronger and evolved versions of normal foes. There are 13 Elite Wraiths in the game. You have to kill five Elite Wraiths to clear the Watchtowers, one of them spawns during a side quest and the rest you will meet by exploring the various maps.
Once you kill all Elite Wraiths available in the game, you will unlock the "Slayer" achievement / trophy.
