It's a scam. He wants 3000 drachmae from you for his "service". Pay him or refuse to do so. If you pay, the quest will end and you will be poorer by 3000 drachmae.
If you refuse to pay then you will have to kill two bandits but ...
... at the end you will receive 35000 drachmae from Arsenios.
