1. Meet Hekate in Pheraia's Retreat
Hekate will give you Persephone's Sanctuary Key (Quest Item).
2. Find and Reach Persephone's sanctuary
Consistent with her time in Elysium. Alexios got another surprise: Hekate wanted Persephone out of her position as leader. Following Hekate's lead to Persephone's sanctuary may prove useful to both their causes.

3. Find Persephone's journal
You need to find the Locksmith's Journal.
