To start this quest you should talk to Megakles, the General of Alponos, in the White Crystal Hills in Lokris.
Discovering that someone impersonating him had sent pirates sailing to Alponos's shores, Alexios committed to stopping them and undoing the damage this other "Eagle Bearer" had caused.
