This is a support quest for Taking Out the Competition quest. It will become active when three mercenaries are killed: Agis of the North, Gaia the Fist, and Theos the Stargazer.
Alexios eliminated the mercenaries hired by the secret group and returned to the old lady for a good toast.
You have to kill one more mercenary.
