Get to the inner courtyard and use scissor lift to get to the closed circut terminal, hack it.

Jump into the water and swim under the pier. Use explosives (required research: Tinkering: Explosive Device) to blow up obstacles.

The antenna is easily accessible (safe zone) but first you need to hack a terminal, which is in a restricted area.

Move to the east gate of the compound and open the gate. Disable the guard, e.g. you can use your stun gun, and hack the terminal.

Move to the antenna, it is on the wall next to the south gate to the compound and hack it remotely.

Enter the property from neighbor's garden side, you can go through the hedge.

If there is a patrolling guard on the balcony then wait for him to leave it and quickly (watch out for security motion detector) jump on and take the trunk with research point.
