Annea knows about the water source on Elaaden. Rather then share its location, she sells water to the planet's inhabitants, who then live and die by her whim. Looking into this situation would probably benefit all involved, as well as Eladeen's future residents.
To start this mission you need to examine the Console located on top of the tower in The Flophouse - Elaaden. You can visit this area during The Flophouse mission.

Return to the Paradise.
Entrance to the Annea's office is on the roof but it's locked.
Use your scanner and follow the "yellow lines".
Return to Annea's office and go inside.
Examine the datapad.
You located the navpoint for Annea's secret water source - far out in the desert. Finding out how much water Annea has at her disposal and what more can be done with it could be beneficial.
Go to the oasis and enter the cave.
During the conversation with Annea you have to choose: "I won't interfere" or "I'm going to stop you".
You forced Annea to leave, and turned the water source over to the Initiative.
This mission objective will be available if you have choosen "I'm going to stop you".
You need to kill Annea's bodyguards first, then go to the Paradise and talk to the Callingwood who took Annea's place.
You've agreed to let Annea continue running her operation, making her an ally of the Initiative.
This mission objective will be available if you have choosen "I won't interfere".
Go to he Paradise and talk to Annea. Don't forget to check the container in her office (room on the roof).
