To start this mission you should scan for an anomaly - ZK Resource Tracker in Pytheas system (Eos). You need to create two outposts to make it available.

Find more ZK Tracker satellites. They are designed to skim Initiative resources, so they may be attracted to the traffic around outposts. Search existing outpost systems, or find new outpost opportunities to attract them.
Dr. Kennedy is due to give birth soon. The first human born in Andromeda would be of genetic interest to the kett, and a symbolic target for the Roekaar.
