A discovered report indicates that supplies headed for Prodromos have gone missing. Checking the supply drop sites might uncover some information about what's happening.
To start this task you need to activate the Terminal in Prodromos on Eos. It will be available when the radiation on Eos is gone.

Shrinkage from our survey team supply drops has been running at 15%. If we had people to spare, I'd send them to investigate the actual sites. Still, it's pissing me off. It's rough country, but I've been told to expect up to 20% loss. Doesn't mean I accept it.

You should visit one of the sites, kill animals and scan the supply remains.
You can go back to Prodromos and upload your report, but if you want to know the truth then you should check all sites.
Scans suggest the missing Prodromos supplies were looted, but animals were baited to the sites to cover the theft. With enough data, SAM has assembled a vector to the hideout of the people responsible.
