Chief Engineer Grace Lito was one of the last people off Eos after watching both Promise and Resilience slowly fail. She went back into cryo on the Nexus. She might be willing to redeploy once your outpost is placed.
To start this mission you need to find the Datapad lying on the ground SE of Site 1: Promise on Eos. In order for this mission to be available, you must complete the objective "Establish an outpost at an appropriate site" of the mission A Better Beginning.
