By all accounts, William Spender is a difficult man. But there is reason to suspect that the Assistant Director of Colonial Affairs is actively working to undermine the krogan. Drack has asked you to investigate Spender's activities.
To start this mission you should talk to Drack on the Tempest.
Talk to Del Jasin on the Nexus - Docks.
Talk to Kandros and ask him about "Security footage".
It's Kadara so first you need to finish A Trail of Hope mission. Go to the Govorkam system, enter the Kadara orbit and scan it. You don't have to land on the planet yet.
Spender and an unknown exile were meeting at a remote rendezvous point on the planet Kadara. Heading to the point where they met may reveal more about Spender's off-Nexus activities.

Aroane
Searching an exile hideout on Kadara revealed that Spender is working with an exile named Aroane. Evidence in the hideout suggests that Spender is hiding something important in his quarters on the Nexus.
His room is on Nexus - Common Area - Upper Floor. Scrambler is behind the TV set.
Go to Nexus - Operations - Colonial Affairs.
After completing this mission, you will be able to play the mission Nakmor Drack: A Future for Our People.
