An exile named Barrett harbors aspirations of turning Elaaden into something more than the lawless wasteland it is now. To do that, he needs a hideout that is well-fortified, and has his sights set on a rival gang's outpost.
To start this mission you need to talk to Barrett. You will find him in a small building.

The outpost is very well guarded, including hydra.
Kill all scavengers in the area ...
... then kill the reinforcements.
Do it before you contact Garrett!
To make this objective active, you need to get close to the locked door located on the roof of one of the buildings.
Find terminal in one of the buildings, and use it.
Go back to the armory, enter it, and search shipping crate.
Take the stuff for colonization effort (+Elaaden Viability) or leave it for Barret: "I don't trust Barrett" or "I trust Barrett".
