You have to wait until the bridge over the Chasm of the Builders is active - "Go to Taavos' Roekaar Camp" objective of A Dying Planet mission.
Find the archive system inside one of the buildings in Old Pelaav and try to activate it.
You need to restore power. Find the generator behing the building and repair it.
Go back and activate the archive system again.
