Keepers of the City Like a Dragon: Infinite Wealth Points of interest
The Keepers of the City will be unlocked at the end of chapter 3 and from then on you can encounter them. They are special enemies with a golden crown icon over their heads and they will hang around until you defeat them. They always drop safe keys.
Special enemies with crown icons over their heads lurk in various places and won't move on until beaten. These midbosses can be tough and you may want to give them a wide berth until you're sure you're up to the challenge.
