To start this mission you have to find and talk to Nana.
Beat Nana's sniping challenge and she will join your cause.

Familiarize yourself with the position of all ten targets, and it's best to start by shooting the most distant of them. The best weapon to complete the task is a sniper rifle. You will find one on the pallets next to you. When you shoot down the first helmet, the time counter will start.
You must shoot down 10 targets in one minute.
In the second round, the targets you will be shooting at will be the same, but the additional difficulty will be that they will move up and down.
This time you will have a little more time to complete the task - 1 minute and 30 seconds.
Talk to her. She has another challenge for you.
Go up the ladder inside the silo and take the position.
As with helmets, familiarize yourself with the position of all ten balloons. When you shoot down the first balloon, the time counter will start and the balloons will start flying upwards.
You have one minute to shoot all the balloons.
Talk to Nana. She has one more "surprise" for you. Shee will shoot a flare and you will soon be attacked by bandits.
Kill all the bandits who attack you.
