You can start this quest by interacting with the terminal at Morgantown Airport. You will visit this place while doing the main quest Final Departure.
Responder Volunteer Advanced Training: Learn to C.A.M.P.!
Another way to start this quest is to visit a camp located north of the airport.
I found a small campsite near Morgantown Airport. Strangely it has a well made camp and an active protectron. Maybe there's something more to this than meets the eye...
The Responder Database at Morgantown Airport is still active if you are an Official Responder Volunteer. Like me! I was able to find a training program that seems to be active -- I should listen to the Volunteer Training: Camping 101 holotape to see if it's useful.
This Advanced Training holotape from the Responders Database sounds like it might lead towards some materials or supplies at some guy's camp outside of the Airport. I should head out there and see if there's anything useful remaining.
The camp is located in a forest north of the Morgantown Airport.
There appears to be an active robot and a collapsed tent in the Responder's camp site near Mogantown Airport. Maybe I can find something worthwhile here.

I searched Miguel's camp site and found two things of interest: there are schematics stored on a terminal in the airport, and a "Reset Program" holotape that could make Miguel's protectron more useful.
Return to the airport and find the terminal in one of the hangars.
I found schematics that I can build in a C.A.M.P., so that's handy. I also picked up the "Reset Program" holotape which might work on Miguel's old protectron.
Miguel's Protectron seems to have accepted the "Camp Guide Program" and now, predictably, it wants me to set up a C.A.M.P.
Find a nice place where you want to set up your camp and set it up.
After completing the quest you will receive some materials and a piece of armor - Silver Lining.
After completing this quest, you will be able to play the quest Safe for Work.
