To get this quest you should go to Toxic Valley as it takes place near the lake located in this area.

1. Pick up Barrel (x/3)
Grafton's mayor needs me to take the toxic barrels from the lake and dump them elsewhere, or get them out of sight somehow.
You need to collect three Toxic Barrels. You can find these around the edges of the lake. If you have 5 Agility points then you can immediately sink the barrels, otherwise you must take them to a random site to dump. Luckily barrels don't weigh anything.
1.1. Optional: Sink the barrels [Agi 5]
To be able to do this you must have 5 Agility points.
2. Dump toxic barrels
Grafton's mayor needs me to take the toxic barrels from the lake and dump them elsewhere. I've got the barrels. Now to dump them.
3. (Quest completed)
I've helped Grafton's mayor by cleaning up toxic barrels from the lake shore and dumping them elsewhere.
