During exploring the Toxic Valley you may be attacked by Prison Marshal robots. To start this quest you must kill one of them and pick up Arrest Warrant from its corpse.
Find out why prison marshal robots are hunting you.
Note: I'm not sure if it's a bug or intentional action but after logging out of the game the quest will disappear and you will have to kill another robot for another arrest warant.

Quest stages of Falsely Accused
1. Talk to the Warden about the Marshals
I was attacked by robot prison marshals that thought I was an escaped prisoner. I should go talk to the prison warden.
Go to Eastern Regional Penitentiary, enter the building and activate the Warden terminal. You will receive Penitentiary Security Password.
2. Authorize Cell Block A turret activation
The prison warden apologized for the case of mistaken identity. He's asked me to turn on the turret authorization for each cell block.
The quest marker should point to the terminal in Block A. Go there, unlock Security System Terminal > Authorize Turret Activation.
3. Authorize Cell Block B turret activation
The room where the Block B terminal is located can be accessed through a hole in the ceiling. Use the terminal and select the same option as before.
To get out of this room you have to unlock the door (lock level 2). You can use the Penitentiary Key that lies on a nearby desk.
4. Authorize Cell Block C turret activation
Now you have to get to the part of the building where there are two terminals C and D. If you can hack level 3 terminals then you can open the door shown in the picture below.
Otherwise you have to go the prison yard and find another entrance to this part of the building.
With the terminal you have to do the same as with the two previous ones.
6. Deliver authorization codes to the warden
I've authorized turret activation for the prison warden.
Return to the Warden terminal. You can return through a door that required level 3 lockpicking because on this side there is a terminal that does not require any skill to use.
