You must eliminate all the enemies in the area and then find the entrance to the underground bunker, open it, climb down the ladder to the bottom and examine the map you find there. NERO Injectors can be found inside NERO Mobile Medical Units at NERO Checkpoints. Use them to permanently increase your Health, Stamina, or Focus.
