Wheels in Motion Watch Dogs: Legion Mission

You will receive this mission after completing all three borough activities in Lambeth, one "Disrupt Propaganda" activity, one "Digital Deface" activity and one "Photograph Evidence" activity.
DedSec struck down Albion’s operations in Lambeth and inflamed the people so that they are almost ready to rise-up against their oppressors. A local informant contacted DedSec with information that could push them over the edge.
Meet the informant and discuss how to make the people defiant.

Quest stages of Wheels in Motion
1. MEET with the DedSec Informant
Talk to the person who is waiting for you on Lambeth Bridge and you will find out what request he has for you.
2. HIJACK Elite CT Drone
To do this, you must access the terminal located on a small platform on the river. The platform is guarded by a turret and a counter terrorism drone flying nearby.
3. DESTROY ICE Stations (0/4)
When you interact with the terminal then you will take control of a combat flying drone. With its help, using cannon or rockets, you will have to destroy four targets located on the ground, near the Wheel. Of course as soon as you start doing this your drone will be attacked by Albion soldiers and drones.
4. HACK to Remove Albion Propaganda
After destroying the last of the targets on the ground, fly up to the propaganda located in the center of the Wheel and start hacking. The whole process will take a while and you should not move too far away from the Wheel during this time so that the process is not interrupted. Several enemy drones will arrive and try to destroy you.
To make your survival easier, you can try hiding behind the wheel components.
When the process is complete this mission will end and you will receive rewards - all the tech points in the Lambeth borough that you have not collected yet will appear on the map and you will receive a new team member - Skilled Drone Expert Operative.
