This mission begins after the unsuccessful attempt to eliminate Malik that happened at the end of the "Kill Box" mission.
DedSec was contacted by a SIRS whistleblower named onc who asked for help uncovering a plot from within the agency to seize control of the government and destroy DedSec. But it turned out he was the one orchestrating the plot.
Richard Malik blew up the Canadian High Commission and framed DedSec for it. The team is coming up with a plan to stop him, and they're convening at the Safehouse to discuss it.

Quest stages of The Malik Dossier
1. ATTEND the Team Briefing
Return to the safe house and participate in a deliberation with the other DedSec members and determine what you should do next.
2. INFILTRATE SIRS HQ
DedSec was framed for bombing the Canadian High Commission by Richard Malik, a SIRS whistleblower they tried to help. Now, they must hack FILAMENT at SIRS HQ to gather evidence Malik was behind the attack. Break into SIRS HQ and hack into the FILAMENT admin terminal.
Head to SIRS HQ. You need to get to the roof of the building. You can do this by using a cargo drone that you can summon near one of the neighboring buildings. You can also use any other drone.
Remotely hack the server and then a simple internal network puzzle will pop up for you to solve.
3. HACK the Satellite Dishes on the Roof
DedSec was framed for bombing the Canadian High Commission by Richard Malik, a SIRS whistleblower they tried to help. DedSec must hack FILAMENT at SIRS HQ to gather evidence he was behind the bombing. Align the satellites on the roof of SIRS HQ to open a connection for Bagley.
When you manage to set up the satellite dishes properly, hack the server again and download the data. You will then learn that you need to go to the basement of the building.
4. USE the Lift to Access FILAMENT
DedSec was framed for bombing the Canadian High Commission by Richard Malik, a SIRS whistleblower they tried to help. DedSec must hack a FILAMENT admin terminal at SIRS HQ to gather evidence he was behind the bombing. An operative can get there by taking the elevator in the SIRS lobby.
The elevator is located inside the building, behind a locked door. You can open it with one of two keys.
One of the keys is held by a guard patrolling the building, the other is lying on one of the desks. Unfortunately both keys are out of camera range.
The easiest way is to use an agent who is a member of Albion. Just keep a good distance from the guards and then fighting will not be necessary.
Note: I don't know if it was a bug or not, but in my case the guard patrolling the area in front of the entrance went outside the restricted area at some point and I was able to knock him down without any problems, thus making my task easier.
You can download the key when you stop in the middle of the room, where you should not be seen and recognized by the guards.
With the key, head to the elevator and go downstairs.
5. CONNECT Bagley to FILAMENT
DedSec was framed for bombing the Canadian High Commission by Richard Malik, a SIRS whistleblower they tried to help. DedSec must hack FILAMENT at SIRS HQ to gather evidence he was behind the bombing. Connect Bagley to the FILAMENT admin terminal to gather evidence against Richard Malik.
Approach the terminal and use it.
6. DESTROY Microwave Drones 0/7
Hijack the microwave drone flying nearby,...
...open one of the passageways located near the ceiling...
...and shoot down all the drones flying in the next room.
Note: If your drone is destroyed you will be able to take over the next one.
7. REBOOT FILAMENT Servers 0/3

DedSec must hack FILAMENT at SIRS HQ to gather evidence he was behind the bombing, but Malik has hacked FILAMENT to block DedSec’s access. Reboot the three server clusters to purge his connection from each and unblock Bagley's intrusion.
Go to the adjacent room. It is best to start by silently eliminating the guards inside. Then activate the three terminals. Once you do this, the data download will begin.
8. DEFEND the FILAMENT Download
DedSec was framed for bombing the Canadian High Commission by Richard Malik, a SIRS whistleblower they tried to help. DedSec must hack FILAMENT at SIRS HQ to gather evidence he was behind the bombing, but Malik has hacked FILAMENT to block DedSec’s access. Now, Malik has deployed microwave drones to disrupt Bagley’s intrusion. Destroy the drones to complete the reboot process and eject Malik from the system while Bagley steals the evidence.
Downloading data will be a lengthy process, in addition to this, drones will be arriving to the terminals and causing the download process to stop, so you must destroy them as quickly as possible. Soldiers will also be arriving and they will try to kill you.
9. CONNECT Bagley to FILAMENT
DedSec was framed for bombing the Canadian High Commission by Richard Malik, a SIRS whistleblower they tried to help. DedSec must hack FILAMENT at SIRS HQ to gather evidence he was behind the bombing. Malik hacked FILAMENT to block Bagley's intrusion, but DedSec purged his connection. Complete the reboot from the admin console.
Return to the terminal and use it again. This time everything will go as it should. You will gain access to Malik's data.
You will be able to locate and capture Malik, because during his escape attempt he will get into the car that Bagley will take control of.
Your character will be automatically transferred outside the building and this mission will end. After a while you should receive information that Malik has been transported to your hideout and you will receive another mission - "Barbarians At The Gate".
After completing The Malik Dossier you will get or will be able to get Barbarians At The Gate.
