This mission begins when Don Salieri orders you to recover a shipment of cigars confiscated by customs. You should recover it because diamonds were smuggled in the cigar boxes.
Diamonds are hidden in a cigar crate somewhere inside the Federal Customs Impound.

Prior missions
To begin Just for Relaxation you must first complete Election Campaign.
Objectives of Just for Relaxation
1. Get in the car / Drive to the Customs Impound
Go out into the yard and get in the car. On the way to the spot, Paulie will introduce you and Sam to his bank robbery plan. You will not be too eager to take part in it. When you get to Works Quarter, Sam and Paulie will get out of the car and your task will be to find and steal the customs truck you will use during the action.
2. Find and Steal a Customs Truck
The truck is located in the southern part of the district.
When you can drive the car, at the intersection turn right and drive forward and after a while you should see it on the left.
3. Drive Customs Truck to Sam and Paulie
Sam and Paulie will be waiting for you in an alley north of the warehouses. Your buddies, dressed as employees, will get into the cab of the truck, you will have to hide in the back of the truck.
4. Find a way into the Customs Impound
You will drive to customs warehouses. Wait patiently until you get there and the truck is parked at the warehouse ramp. The worker who is waiting for you there will leave with Paulie and Sam.
Then you will leave the truck and will be able to start searching. Go along the ramp to the other end, and climb up to the roof of a low-rise building. You should see the building you want to get into in front of you.
5. Get into the Imports Building
There are two employees on the square between the roof where you are and the building you need to get to. First jump down and go to the back of the square.
Then wait until both workers are not looking in your direction and climb up on pallets of planks. Walk over the canopy and get through the window to the inside. You will be on the upper floor of the building.
6. Search for the cigar shipment
Read a note lying on the nearby table and you will find out from it that the cigar crates are in the warehouse.

I took a cigar crate out of the warehouse. I have a hunch some of the Cameroons we impounded when the Bohemia docked might be hiding what we're looking for.
When you come in - get into the warehouse and check the rest of the boxes.

There is one guard on the upper floor and two employees on the lower level of this building.
Sneak up to the guard and when he turns his back on you, overpower him.
Take the "Dime Detective" magazine lying on the desk in one of the rooms on the upper floor - Feather Your Coffin (#16) (SM).
Take the cigarette card lying on a windowsill in the next room on the uper floor - Tomaso Moretti (#11) (SM).
Go down to the lower floor, preferably, although it is not necessary, make the workers quiet and go out into the courtyard on the north side.
It is patrolled by one guard whom you have to quietly overpower.
From the note lying on the desk you will find out where exactly the crate you are looking for is located. It is in sector D2, which, as it is not difficult to guess, is at the other end of the warehouse.
Before you descend to the lower level, sneak into the room on the other side and take the "Super Science Stories" magazine - Invisible One (#2) (SM).
Wait until the guards on the platform are properly positioned and proceed down the stairs to the lower level of the warehouse.
Avoiding two workers moving around the lower level of the warehouse, sneak to sector D2.
There you will find the crate you are looking for.
7. Return to Sam and Paulie
You can leave sector D2 through the door which is only a few steps away from the crate. Paulie and Sam will be waiting on the other side.
Together you will load the cigar crates onto the truck.
8. Leave the area
When the goods are loaded and you are ready to leave, you will be detected by the guards who will start shooting at you. Move forward and leave the area as soon as possible, battering the entrance gate.
No one will chase you, but there will be police blocks on the streets. Avoiding these blockades and avoiding police patrols searching for you, leave the area marked on the map.
9. Drive to Salieri's warehouse
The cigars are safe in the back of the truck. Get back to Salieri's warehouse.
When you reach the warehouse, you will notice that one of the crates has been damaged. When you check it, you will discover that there are no diamonds but drugs inside it.
When Don shows up, you won't let him know you know what's in the crates. Then you and Pauli will decide to return home by train.
After completing Just for Relaxation you will get or will be able to get Moonlighting.
