To receive this mission you must complete all Keley missions and SIRS missions. That means it will happen when you complete missions "Falling from Grace" and "Barbarians At The Gate".
DedSec was contacted by Hamish Bolaji. His informant from within Albion revealed that Nigel Cass is about to announce a new project hot on the heels of THEMIS.

Go to the meeting place and stand at the bar.
You will see the TV report about the failed terrorist attack on Cass and then his statement about it.
While waiting to meet with Hamish’s informant, DedSec witnessed an attack on Nigel Cass. They concluded that the timing was suspect, and that Cass was attempting to justify his new security measures by staging the attack.
Get to Finsbury Circus Gardens and investigate the attack site.
Go to Finsbury Circus Gardens. That's where the attack occurred. When you get there, Bagley will let you know what you should do next.
It is best to stay in the safe zone and use the spiderbot to get to the terminal.
Then, being careful not to be seen by the guards patrolling the area, step out into the plaza and start the reconstruction.
Analyze the driver...
...and then the black box of the vehicle.
When you leave the restricted area this mission will end and the next one will start - "Nigel's Close Shave".
After completing this mission, you will be able to play the mission Nigel's Close Shave.
