Age: 48, Occupation: Bar owner.
Bram is the owner and proprietor of The Broken Hoof, a popular sports bar in Canto Bight's Worker's District. Investigations into his affairs indicate that he's running a legitimate business but there are unverified rumors that he's involved with brokering robberies, bookkeeping rigged fights and races, and operating as a fence for stolen goods.
These appear to be small-scale activities, and the ISB's primary concern in Canto Bight should instead be Wen Delphis and the Sixth Kin gang, which Bram is completely unaffiliated with.

It's on a crate, inside the Imperial Outpost 62 tower.
Age: 25, Occupation: Enforcer.
ND-5 is a BX Commando droid who was marked for decommission following a failed operation during the Clone Wars, but somehow ended up on the black market. Shortly after the end of the Clone Wars, ND-5 came into possession of crime lord Jaylen Vrax who has been using the droid as his personal bodyguard and enforcer for several years.
ND-5 has been identified as involved in numerous incidents all over the galaxy. ND-5 is recognizable by extensive damage on the chassis, some of which is covered up by the droid's odd use of a trench coat.
ISB Report #7: Danka Orsato▶ show the map ◀
You can only enter the house in the evening / night (~21:00+) when the housecleaning robot is inside. Hint: You can check the time in photo mode. It's on the shelf, inside one of the rooms, behind an energy barrier. Slice the computer to remove the barrier.
Age: Unknown, Occupation: Information broker.
Danka Orsato is an information broker on Toshara with a wide network of contacts within various criminal organizations. While Danka has been both directly and indirectly involved in major felonies, both on Toshara and in other systems, she has willingly collaborated with the ISB and supplied us with actionable information that has led to the capture of several high-profile individuals.
Danka is a valuable figure on Toshara and should be considered an asset that can be used to great effect, albeit in a limited capacity. She must stay a believably neutral party to remain effective, which means the ISB must allow certain transgressions to happen.
ISB Report #8: Eleera Soi▶ show the map ◀
Age: 38, Occupation: Syndicate agent.
The ISB's investigation indicates that Eleera is part of Crimson Dawn's inner circle with a history going back to the leader Qi'ra's early days in the syndicate during an operation on Thorum.
Eleera is mostly operating on her own as a field agent and handler. Her main responsibility is to compromise the Pyke Syndicate, focusing primarily on their foothold on Toshara. Due to her direct involvement with Qi'ra, Eleera should be considered a class 2 threat to the Galactic Empire.
ISB Report #9: Gorak Palas▶ show the map ◀
Age: 47, Occupation: Crime lord.
Gorak is the Pyke Syndicate's main representative on Toshara who has established the Pykes as the most powerful crime syndicate in the system. Gorak has set up a vast network of contacts and allies on Toshara, with many of them being high-ranking officers within the Imperial Sector Command.
Upon queries, Imperial Governor Thorden claims that the Pyke Syndicate's dominant position has had a stabilizing effect on the criminal elements of the system and that they are under close surveillance. The ISB will continue to monitor both Gorak's and Governor Thorden's activities with several deployed loyalty officers operating under cover.
ISB Report #18: Kay Vess▶ show the map ◀
To be able to collect this report you must first reach the maximum Wanted level. Then death troopers will be summoned to the planet you are on and the "Death Trooper Squad" event will begin. Complete it and then in the tent in the death troopers camp (various places) you will find this report.
Age: 22, Occupation: Thief.
Kay Vess was reported to the ISB after stealing a private starship belonging to crime lord Sliro of the Zerek Besh crime syndicate. Further investigations revealed that Vess has lived in Canto Bight her whole life and has had several run-ins with Canto Bight police, mainly regarding theft and burglary.
While some of the other suspects in the Westhill Palace robbery are known members of the Rebel Alliance, it is unlikely that Kay Vess is an active member herself. Her mother Riko Vess is unaffiliated with the rebels, and Kay Vess has not been in contact with anyone on the ISB Canto Bight watchlist.
However, the risk of her being recruited in the future is significant and she must be considered a threat to the Galactic Empire.

ISB Report #12: Qi'ra▶ show the map ◀
Age: 35, Occupation: Syndicate leader.
Qi'ra is the suspected leader of the Crimson Dawn crime syndicate and should be considered a class 1 threat against Imperial interests. Through the ISB's investigation, it's highly likely that the recent syndicate war is the result of an operation orchestrated by Qi'ra and Crimson Dawn.
The report suggests that Qi'ra convinced several major crime syndicates that the Empire is ending an arrangement with the Hutt Cartel and will grant special privileges to a competitor.
Furthermore, Qi'ra is believed to have been involved in several other incidents with varying degrees of evidence, including the assassination of the Emperor's Royal Guard and a raid on Mustafar. Regardless of her involvement, Qi'ra poses a serious threat to the galactic order and the sovereignty of the Galactic Empire.

Age: Unknown, Occupation: Syndicate leader.
Queen Ashiga is the leader of the Ashiga Clan crime syndicate that was established on Kijimi during the High Republic. Investigations into their leadership structure suggest that the individual known as the Queen is just one of many in a series of successions, making it difficult to verify her identity and age.
Unlike most criminal syndicates, the Ashiga Clan has remained isolated on Kijimi for the greater part of their history, but new information suggests that the Queen is looking to expand their territories to other systems.
This, along with the Empire's trade with the Ashiga Clan, has led to internal friction, which we believe may cause a collapse within the syndicate. It is suggested that the Empire should stand down and let this happen, as it will open new opportunities on Kijimi.

ISB Report #5: Hoss▶ show the map ◀
Age: 63, Occupation: Mercenary.
Hoss has a longstanding reputation as one of the fiercest mercenaries in the galaxy, earning him a death sentence on six systems. Despite his involvement in numerous felonies, including fraud, larceny, burglary and more counts of murder than is reasonable to list, Hoss has never managed to sustain any fruitful collaborations with any of the major crime syndicates.
All investigations so far into Hoss' criminal career points to him being widely considered a volatile liability, and it's reasonable to believe that he will eventually cause his own demise – whether it's from the countless debts he owes to the galaxy's most powerful crime lords, or from getting betrayed by temporary partners that see him as a risk.

ISB Report #10: Jabba Desilijic Tiure▶ show the map ◀
Age: Unknown, Occupation: Syndicate leader.
Jabba Desilijic Tiure is one of the most powerful and long-standing crime lords in the galaxy and currently the only surviving member of the Hutt Council, leaving him in complete control of the Hutt Cartel. Due to the vastness of his recorded crimes and the ongoing investigations surrounding Jabba, all cases are being handled by a special investigation group within the ISB.
While the group is prohibited from making an official criminal charge against Jabba until clearance from the highest level, the case files are often referenced and utilized when charging the cartel's affiliates.
ISB Report #11: Jaylen Vrax▶ show the map ◀
Age: Unknown, Occupation: Crime lord.
Jaylen Vrax is an independent crime lord and gunrunner from Coruscant's underworld level 1523 with a significant criminal record, including fraud, forgery, smuggling and extortion.
While Jaylen is unaffiliated with any known crime syndicates, the ISB's investigations suggest sporadic involvement with some of the galaxy's major crime syndicates although no formal alliances or partnerships appear to have been established.
The ISB's investigations into Jaylen's activities suggest that he maintains a light and mobile operation, relying mostly on freelancers as well as his personal bodyguard and enforcer, a BX Commando droid called ND-5. All things considered; Jaylen does not pose a significant threat to galactic security.
ISB Report #16: Vail Tormin▶ show the map ◀
Age: 25, Occupation: Bounty hunter.
Vail is a bounty hunter with an impressive track record considering her young age, earning her a reputation as one of the best the bounty hunter guild has to offer. Vail notably assassinated the crime lord Slem Slonini which led to the collapse of the Slonini Cartel, increasing Vail's value by almost 350%.
Achievements aside, Vail has shown a hard stance against taking on Imperial bounties, which has the ISB investigating possible affiliations with rebels or anti-Imperial activists. So far, no such affiliations have been identified. It's possible that some personal experience has made her reluctant to collaborate with the Empire without making her an active insurgent. Nevertheless, Vail's work with prominent syndicates, such as Black Sun and Zerek Besh will often put her at odds with Imperial interests.

ISB Report #2: Ank Parako▶ show the map ◀
Age: 40, Occupation: Safecracker.
Ank has a considerable criminal record of robberies and other felonies, most of them perpetrated together with her now deceased husband Pirrip. With a criminal career spanning over twenty years, Ank and Pirrip were responsible for damages of over 590 million credits and were remarkably never arrested or detained.
Thankfully, Ank's irresponsible behavior appears to have caused the end of her own career, as a botched vault robbery on Kijimi led to her capture at the hands of the Ashiga Clan. Investigations into this have revealed that Ank is working off her debts in the clan's weapons factory. Considering Ank's relatively old age for a Chadra-fan, it is unlikely that she will ever be released.
ISB Report #3: Asara Deyn▶ show the map ◀
Age: 18, Occupation: Rebel spy.
Asara Deyn is a verified member of the Rebel Alliance who should be considered a class 2 threat to the Galactic Empire. The ISB's investigations into Asara suggest that he grew up on Akiva with his parents and his sister Calys. Calys organized a local insurgency, and she managed to recruit Asara after making contact with a field agent from the Rebel Alliance.
Calys left Akiva shortly after that and was killed months later in the Battle of Trevini. The ISB has information that suggests it was a tipping point for Asara, causing him to reach out to the rebel handler and join the rebellion in an official capacity.
Evaluations of Asara's psychological profile suggest that the trauma of his sister is a strong pressure point that can be exploited upon his capture, and that it's likely that he will have access to actionable intelligence at any given time.
ISB Report #4: Gedeek Obaz▶ show the map ◀
Age: 23, Occupation: Droidsmith.
Gedeek is a Rodian droidsmith from Canto Bight who has recently been taken into employment by the Imperial Engineering Corps on Akiva. Investigations into Gedeek's past suggest a handful of small transgressions that were considered low risk at the time of his hiring.
Further surveillance of his time on Akiva, however, suggests that he's been involved in assembling droids for underground cage fights, receiving payment from both the Pyke Syndicate and the Hutt Cartel. In the future, it could be pertinent to use Gedeek as an informant to infiltrate these activities.
ISB Report #14: Surat Nuat▶ show the map ◀
Age: Unknows, Occupation: Crime lord.
Surat Nuat is the leader of a local gang on Akiva with minimal activity outside of the local system. As the owner and proprietor of the popular cantina The Alcazar in the capital Myrra, Surat generates immense profits, especially from gambling.
Recent investigations into Surat's affairs point to him having established a collaboration with Jabba and the Hutt Cartel, paying tribute to Jabba in exchange for weapons and hired hands.
While this can imply that the Hutts are looking to establish a bigger presence on Akiva, our ISB analysts believe that the alliance is fragile and will likely dissolve in the near future. For now, Surat and his support from the Hutt Cartel are proving useful in tempering the increased threat of the Pyke Syndicate, and it's recommended that he is left alone.
ISB Report #15: Sliro Ruback▶ show the map ◀
Age: Unknown, Occupation: Syndicate leader.
Sliro is a crime lord and the leader of the Zerek Besh crime syndicate, operating from Westhill Palace in Canto Bight. Investigations into Sliro's past reveal that he comes from the social elite on Alderaan and that a sizable part of his fortune was made from fraudulent investments following the destruction of the planet.
Sliro has been running investment schemes and extortion rackets in Canto Bight for years, taking the Zerek Besh crime organization from a local Canto Bight entity to a galaxy-wide crime syndicate.
Sliro recently had several representatives from rival syndicates invited over to Westhill Palace and had them killed to send a threatening message to their superiors. The ISB's monitoring of the criminal underworld has shown that it's been effective, and that several syndicates are actively looking to retaliate.
ISB Report #17: Riko Vess▶ show the map ◀
Age: 50, Occupation: Slicer and thief.
Riko Vess has an extensive criminal record and has worked with several criminal organizations throughout her career as a slicer and a thief. Riko was believed to have retired shortly after the Clone Wars, but the ISB's investigations have revealed that she was living in Canto Bight with her daughter, Kay Vess.
Riko is suspected of having been involved in numerous thefts and burglaries during that time, but she eventually left Canto Bight and her daughter and became more directly involved with the major crime syndicates in the Outer Rim.
Over the years, Riko has built up a reputation of being one of the most skilled slicers in the underworld, having infiltrated some of the galaxy's most secure networks, including the Imperial Galactic Bank and the Imperial Court. While Riko does not appear to be affiliated with the Rebel Alliance, it is reasonable to think that she could cause significant harm to the Empire if given sufficient motivation. As such, the ISB is considering Riko Vess a class 2 threat.
