The Moshae has arranged a secret meeting between you and Akksul in her laboratory on Aya.
Read the email "Meeting with Akksul" from Moshae Sjefa.

15. Go to Site 2: Resilience
The Roekaar are using homing beacons to guide their attack on Prodromos. You have devised a plan to use their own tactics against them by leading them into an ambush at Site 2: Resilience.
16. Deploy the beacon
17. Defeat the Roekaar
You have tricked the Roekaar into attacking Resilience rather than their intended target, Prodromos. Defeat them to protect your outpost.
18. Go to Site 1: Promise
You should be able to fast travel there.
19. Defeat the Roekaar
20. Return to Bradley in Prodromos
You pushed the Roekaar out of Site 1 and Akksul has left Eos.
21. ON HOLD: Wait for Akksul to make his next move
22. Check your email
Read the email "Message from Akksul" from Jaal.
